Ok.. I found this
It works but it is not pretty.. but maybe it is a good jumping off point..
Start by replacing your div tag with this one.. in your php file your using to call the report into html..
<div style="width:100%; float:left; class="table table-striped"";> Notice the part class="table table-striped""; that is the only added code to that div tag.
Then link this table in the head of your script..
<link href="css_file_below_your_choice_in_name.css" rel="stylesheet" type="text/css">
then put this css file you linked above in that folder.

It will work to make the top row freeze BUT!!!! It does not line up the rows with the header columns.. the rows are dynamic where the header is fixed.. so it sucks but it again is a start.
